The robust development of Kazakhstan's greenhouse industry would not have been possible without the comprehensive and sustained policy support from the Government of the Republic of Kazakhstan. Recognizing the strategic importance of the sector, the government has implemented a multi-faceted policy framework designed to reduce investment risks for growers, lower operational costs, and promote the adoption of advanced technologies. Since 2017, the Ministry of Agriculture has taken a leading role in driving this support, introducing financial subsidies and a range of non-financial incentives that have significantly boosted the growth of the greenhouse industry.
One of the most impactful policy measures introduced is the financial subsidy program for new greenhouse construction. Under Order No. 317 of the Ministry of Agriculture of the Republic of Kazakhstan, issued on July 23, 2018, owners constructing new greenhouses are eligible for a reimbursement of 25% of their investment costs. This subsidy directly reduces the upfront capital burden on growers, making it more feasible for them to invest in larger, more advanced greenhouse facilities. The subsidy program has been instrumental in encouraging the development of industrial-scale greenhouses, shifting the industry from small-scale, family-owned operations to larger, more efficient enterprises.
In addition to financial subsidies for construction, the government has also taken steps to provide essential infrastructure support for greenhouse development. Industrial zones in various regions of Kazakhstan, including key cities such as Astana, Aktobe, Shymkent, and Almaty, have been designated for greenhouse construction. These industrial zones offer a range of advantages for growers, including access to developed infrastructure such as communication networks, water supply, electricity, and liquid fuel (gas). Crucially, the costs associated with these infrastructure services are borne by local governments, further reducing the operational costs for greenhouse owners. This infrastructure support addresses one of the key barriers to entry for new market participants, ensuring that growers can focus on improving their cultivation practices rather than worrying about basic utilities.
The government's policy support extends beyond the construction phase to the operational stage of greenhouse cultivation. To further reduce the financial burden on growers, the Ministry of Agriculture provides subsidies for key agricultural inputs such as seeds and fertilizers at a certain proportion. These subsidies help to lower the cost of production, improving the profitability of greenhouse operations. Moreover, the government has plans to expand the scope of subsidies to include advanced technologies such as greenhouses themselves and soilless cultivation systems. This forward-looking policy demonstrates the government's commitment to promoting the adoption of high-tech solutions in the greenhouse industry, which will be crucial for improving productivity and competitiveness in the long term.
The policy framework also includes measures to promote international cooperation and technology transfer. Recognizing that Kazakhstan currently lacks the local capacity to develop high-tech greenhouse technologies independently, the government has actively encouraged partnerships with international companies with expertise in the sector. A notable example of this is the large-scale joint project launched in Uralsk, West Kazakhstan Region (WKO), in collaboration with a Dutch company to construct high-tech fifth-generation greenhouses. This project not only brings advanced technology and expertise to Kazakhstan but also serves as a model for future international cooperation in the sector. The government's open approach to international collaboration has created a favorable environment for foreign companies to invest in Kazakhstan's greenhouse industry, leveraging the country's growing market demand and supportive policy landscape.
The effectiveness of these policy measures is evident in the steady growth of the greenhouse industry. Year after year, the sector has expanded in terms of both area under cultivation and technological advancement. The government's continued commitment to supporting the industry is reflected in its long-term planning, which includes the goal of constructing additional high-tech greenhouses to meet the country's growing food demand. This sustained policy support provides a high level of certainty for investors and international partners, making Kazakhstan an attractive destination for investment in the greenhouse sector.
